Hulsey, who has reported raising less than $2,500, mostly from himself, is up against well-backed rivals who intend to spend millions.
Of the more than 600 bills introduced in Wisconsin’s 2013-14 legislative session, none contains the terms “climate change,” “greenhouse gases” or “global warming,” and only a handful deal with energy policy.
There is always more happening in the Legislature than any person can track or every media outlet can cover. Civic groups may want to “Adopt a bill,” like they might a stretch of highway.
By now, the notion that outside special interests drive the political process is so widely accepted as to be almost a cliche. Yet when it comes to the hot-button state political issue of redistricting, the process appears driven not by outside special interests but an inside one: the Legislature itself.
